Where to download environment for C++?

I know there is google. Moreover, I even looked at the questions on the Toaster.
The problem is different: I have already downloaded 4 environments, so far the same is everywhere:
1) VS. Encoding problem. I set up the Cyrillic alphabet, everything went well. When I reloaded the project, the normal inscriptions in the source code changed to krakozyabry, but they were read normally during compilation. Additions on any layout were krakozyabry.
2) Borland. In general, I did not find an adequate assembly. Either some kind of dregs weighing about 10 MB, which it is not clear how to open, then assemblies with a keygen, which VirusTotal complains about and finds 8 viruses each (and I don’t need about “yes, it’s normal, keygens are all like that” - I don’t believe in this ).
3) CodeBlocks. The compiler doesn't work, debugging doesn't work, it doesn't fucking work. Bombs. And the reviews are good.
4) Code Lite. Likewise: the compiler does not compile.
Maybe someone will give a normal link with a normal assembly so that I don’t have to surf the Internet later and look for how to do this and how to do it so that it works fine?
Infuriates, the third hour some shit comes across.

That is the problem. You are looking for some left assemblies with cracks, but you didn’t even bother to go to the official site.

Everything is working. It is necessary not to bomb, but to read the documentation.
Likewise: the compiler does not compile.
You don't even understand what is going to happen.

Any development environment, but files must be saved in UTF-8 encoding.
There will be cracks in the console until you set up the encoding.
