Where to download (buy) the Unified State Register of Legal Entities for the past years?

We are doing a project, part of which is the Unified State Register of Legal Entities, which is freely sold in the Federal Tax Service, but when you buy access to their FTP, they give a certificate for which only the current year and updates within the year are available, and we also need historical information, for this we need databases of previous years, searched all Google and found nothing, no one sells, there are no torrents either, although the database weighs only 14GB per year.

Officially, the Federal Tax Service of Russia began to place data from the Unified State Register of Legal Entities and EGRIP, available for download in the format of xml files, in paid access in the fall of 2015. The cost of an annual subscription to up-to-date updated data is 150 thousand rubles. Currently, access to archives for 2015, 2016 and other years through the purchase from the Federal Tax Service is not possible. The only legitimate option for obtaining data previously published by the Federal Tax Service is to purchase through the website of the Federal Information Service. Section of the site "Integration and access to the databases of the Unified State Register of Legal Entities and EGRIP" ( https://FSI.RF/Main/Source ), the cost for each archive year is 75 thousand rubles.
It is known that through the Federal Information Service it is also possible to obtain archival information on the entire volume of key data (current and former names, addresses, founders, managers and management companies). Previously, this information was posted on the official website of the Federal Information Service, but at present it is not a public product, although it is legitimate, and the cost is discussed separately.
