Where to display title in layout?

Hello! There is a site on Bitrix and there the title is displayed before the closing one, and keywords and description after. How critical is it? Does it need to be changed?

title keywords and description must be in the tag<head> . The order is not fundamental.

Before closing what? </head>? It is critical if the description is not in the head, and no one needs keywords now. SEOs are increasingly demanding that there be no keywords at all, supposedly it only spoils.
