Where to diagnose PC components?

I ran into a hardware problem that I blame on the motherboard (ASUS Prime X570 Pro) or the processor (AMD Ryzen 3900X). A greatly reduced problem: the computer freezes when encoding video, the power button does not work, after being physically unplugged from the outlet, it boots back through the stump deck.
I bought both components in different stores, the processor is generally over the hill.
I'm trying to find where I can check them separately for performance: so that (preferably) they put another processor on the motherboard with me and run a small stress test, then similarly with my processor on another motherboard. Then I'll take the culprit back to the store.
Does anyone have a service/shop that can do this? Maybe someone used such a service? Google sends various levels of dubiousness to computer masters, I would ideally just want a store service that has these processors and motherboards at hand - a mountain to run tests for an hour and identify the culprit. Of course, I will not refuse to pay.
Interested in options in Moscow.

First of all, check that the cooling is installed correctly - in case of distortions or poor fixation, overheating under load and freezing is possible. If you are too lazy to climb inside, then just track the temperature of the processor during rendering.
Second - update the BIOS of the motherboard and reset all settings to default.
Third - update the OS, Windows had jambs with the latest ryzens at the start of sales.
Fourth - try other memory sticks and / or lower the frequency on yours for the test.
If all this did not help, then already in the service.
Yes, it would be nice to make sure that there is enough power supply, but I think this is not your option.
