Where to cut files for Telegram bot?

I am writing a telegram bot to distribute a training course. I ran into a problem:
how can you store course files, except in the file system (video, records, photos), which the bot will give to the user?
Those. in order for the bot to send video from telegram servers, is it necessary to store this video in the bot's local storage?

Course files can be uploaded to some file hosting. If a serious application, then S3 storage is often used . It's like FTP, only better. But not free. And then, having the files in storage, with the help of a bot, it's easy to distribute HTTP links.
