Where to complain about SMS spam?

Recently, more and more numbers began to come from supposedly city numbers, with content like “Our taxi is the best taxi.”
Of course, you can put some kind of filter, but I'm afraid that it will be difficult to train it normally, because SMS from unknown numbers can also be useful, for example, account activation.

spam sms go, as a rule, through opsos partner organizations that offer such services on the market. They have a database of numbers with signs of interest and they sell mailings on this database. Accordingly, you can come to the opsos office and carefully instruct them that you do not want to receive SMS sent by such services.
I was suddenly spammed with the latest in the default city nightlife (although I have no idea how my number got into this database, because my nightlife takes place either in bed or in the server room). I went into the megaphone office, spent ten minutes convincing the junior assistant of the senior janitor, then got angry, went to the senior one and clearly explained that they had options either to leave everything as it was, and I would look for ways to spoil at least the image of the megaphone, or strain the rolls and do so that at 00:02 I don’t get SMS that Dima Iblan is performing somewhere. The elder agreed to do everything in his power.
No more spam.

You can complain cheaply and angrily to the antimonopoly service. Justify through violation of the law on advertising. Fees for a complaint are not paid, and efficiency is most often higher than through a court, because the court is constrained by the scope of claims, while the FAS is not. Yes, and the timing can be faster than the court.

A letter came from Tele2:
Good afternoon, Ilya!
Thank you for contacting our company! "Thank you" to them.

Also dealt with this issue.
Here is a link to the FAS - Control of advertising and unfair competition
www.fas.gov.ru/spheres/advertising.html
I contacted them via Skype. They answered as follows:
- [12:42:57] Svetlana Kasperovich: Initially, you should file a claim with the person who performs these actions. If the mailing is not stopped, you can apply to the court and to the FAS Russia.
Application requirements when applying to the FAS Russia are here - www.fas.gov.ru/contact-fas/sample-documents/sample-documents_30314.html .
Contacts for referral here - www.fas.gov.ru/about/territorial-authorities/ , www.fas.gov.ru/contact-fas/contact-information/ .
- Actually, you can write a claim to the FAS if the application to the advertiser did not bring visible results. This is hinted at in the example of a statement to the FAS www.fas.gov.ru/netcat_files/File/novaya_forma_zayavleniya_na_sayt%20%282%29.pdf
At the same time, I called companies on behalf of which they send sms spam. They immediately offer to remove your number from the mailing lists.
Then, you can make a mailing list at least once on the base of numbers without any fear that you will be held accountable. And if the citizen to whom spam is sent does not take any measures and write statements, then he can send messages as much as he likes.
No one will reveal the spammers themselves (the agencies that send out the mailing list) directly to you. Although it will be possible to write a slander on them only if they do not remove the address from their mailing list.
Given that opening an LLC in our country, to which you did not send claims, it will not be difficult to remove your phone. How to sell the base to another organization. Then, you can send you unwanted sms as much as you like.
We have a wonderful country!

Hmm, how interesting, but how is it all compiled? Do I need to write an application and send it to the FAS? ..
I'm just not strong in legal aspects, I would be grateful for help.
