What provider to choose for receiving sms to a short number?

I used to use smsfeedback.ru, but this year they said they no longer provide such a service.
The number is needed to receive votes on the portal.
The service is needed with a sane API. The cost of sending SMS should be minimal (the number used to be 1121)
I would be very grateful if you could help me with links!
