Where to buy keys to licensed operating systems and programs?

Where can I buy keys to licensed operating systems and programs that were in use, from owners who have not used them for a long time?
Well, for example, if a user bought Windows 7 a long time ago, in the past, and then wanted to buy Windows 10, which suited him, but he no longer needs Windows 7, he probably wants to sell his purchased software so that it does not "gather dusty" without business, where is he going to put it up for sale? Or, for example, a person had office 97 and bought 360. Is resale of keys generally legal? And where are there auctions or "flea markets" on the net, to look through, with such rubbish or sales?
PS the old office suits me with its capabilities, quite

In this particular case, you don't need to buy W10 or sell W7, because W7 can still be converted to W10 for free. In this case, the license for w10 will be under the key from W7.

By obtaining a license to use a software product, you do not receive ownership of it, you get the RIGHT to use it.
In each individual case (if you are sensitive to the issue), you must READ the license agreement (yes, yes, the one with which you always agree).
In most cases, it says what rights are transferred to you, what you can and what you cannot.
It is necessary to proceed from the fact that you are allowed only what is CLEARLY spelled out in the EULA, nothing else is allowed.
And yes, most often they write that rights are not transferred to third parties. This is about software from major players.
Those who are smaller have confusion and vacillation, but in general, they look after all their interests. That is, if it is not explicitly stated in the license agreement that you have the right to sell the rights to use the program to a third party without notifying the manufacturer, then you cannot sell / transfer this right.
Sometimes it also happens that if you are a private person, you can use the software for free for non-commercial purposes. But as soon as you start making money on it, the obligation to pay a license or royalties immediately arises.

Officials sell digital keys for any product. Now it is extremely possible. The same Windows 10 can be downloaded and installed. And then buy a box with a key and a flash drive in the CSN and activate it. Or buy a digital version directly on the Melkomyagky website.
