Where to buy e-reader books?

Good afternoon.

I like to read books very much. Basically, these are programming tutorials. I usually buy printed editions. But lately I have increasingly needed books that are simply not available in print (I mean in Russia). I am slowly starting to switch to e-books (I read them on the ipad).

I really appreciate when the book is in good quality. Those are not scanned and in djvu format. And in a normal PDF (sometimes EPUB is better) made up specifically for electronic readers. And, of course, ready to pay for it. But here's the problem: I can't find a resource where you can buy books.

It's funny that in RuNet, for the request "download <book name>" - google gives a ton of links to the djvu scans mentioned above. But for the query "Buy <book name> EPUB/PDF" - golyak.

I ask for your help.
Where do you buy books for your readers ? Not fiction, but technical on the IT side and in good quality . Well, it is desirable that there would also be a choice of highly specialized books (something more serious “we write a site in php + mysql”).

As for Russian-language books, I will not advise anything, except how to score on their search and learn English.
In English: www.safaribooksonline.com/ (subscription access), oreilly.com/ and I also use www.wowebook.com (I download books on the ball here, but everywhere there is a link to buy a book on Amazon for those who wish)

For now, I prefer to read technical literature on paper or a large screen, so for now (until I bought a reader more than Kindle 5) I didn’t think about this issue, but I saw at least books.ru (not advertising) have electronic versions of books .
There is also amazon and other stores that have books in electronic form.

I agree with those who say that programming books are best read in English. But, unfortunately, my level of English does not allow me to read complex literature. I'm learning it, but it's not that fast.
For example, I read LYSE in the original without any problems. But I most likely won't master anything in C++ in English. Because and I don’t understand half of Russian, I have to delve into and think, and if at the same time I’m also puffed up to translate, I won’t understand anything at all.
That's why I'm looking for in Russian.

I advise you to take books on ozon.ru
Paper ones, I always buy the best bookstore in Russia there (I have read more than 200 books).
(Only pay in cash and be sure to check upon arrival. Also, courier delivery is a complete horror, the point of export is better.)
There is a possibility of downloading e-books cheaper. (There is not a lot of it there, but there is a base.)
But I did not use downloading for money, because I think that an e-book is a purely pirated publication.
