Where to buy a waterproof high-precision real-time infrared wifi camera at a low price?

I conceived a small DIY project here (for absolutely peaceful purposes, I will shoot myself and volunteers), within which there is a task in almost real time (delay up to 0.5 seconds, up to 1 s - even more or less tolerable, but already very undesirable, I draw attention to this because all the ordinary IP cameras I saw gave a picture to the client computer with a delay of several seconds - this is unacceptable because based on the observed changes, the computer must quickly perform actions that will lose their meaning if the picture changes again) track 1. the amount of heat radiated per second in a certain visible area 2. the location of a person along one axis, but at any conceivable (under which he can still survive) temperature and humidity. Here's what I'm thinking of doing.
PS: I also wanted to solder the "computer vision" or "computer vision" tag, but did not find any.

Well, in fact, the picture depends on the very settings of the camera itself and your network, if we take for example a camera with fps 25 frames per second and an internal network of 100 Mbps not wifi, then the image should not show a delay.
Even in the camera settings there is a compression type and the main stream and additional. 1 for recording second for viewing.
