You need to contact the card issuing bank. They even have an international form for these purposes... but for starters, it's better to contact the store's technical support, the write-off may be erroneous...

Contact your bank immediately, block the card and report that your money was stolen.
Preferably today, because there is a limited deadline for applying for a refund (at least talk on the phone so that they are aware and the timer is cut down).
You can dispute any withdrawal of funds not confirmed by entering a pin code or 3dsecure protection and you are required to return the money. 3dsecure - these are cards with codes or SMS, it is unlikely that they managed to steal them from you. So, most likely, the payment was made simply by the card number and the 3-digit code, such transactions are easy to dispute.
Of course, all this is if the seller really did not take money from you.
Regarding the QIWI virtual machine, almost all banks have virtual cards or special cards for paying on the Internet. At VTB24, this cost me 50 rubles a year if they have a regular card. It looks like card data printed on a printer or like a regular plastic card with a printed (not iron-stamped) number, owner, expiration date and 3-chill code that cannot be put into an ATM.
