Where is the top menu in Elementary OS?

Actually the question is in the title.
There was a need to go into the terminal settings (as I did earlier in Ubuntu in order to configure RVM), but I can’t find this menu or the terminal settings anywhere for the second day.
Perhaps I could find something similar in Elementary Tweaks, however, after installing it, the system stops loading due to unknown errors.

I solved the problem with RVM by constantly entering the command /bin/bash --loginwhen creating a new terminal window.

I also encountered this need, and the only quick option without installing tweaks was to install dconf-editor:
sudo apt-get install dconf-editor
