Where is the Real-time notifications setting in Google play console?

Subject. I have already read all the documentation several times. Including this one: https://developer.android.com/google/play/billing/...
Created Pub/Sub, added service account [email protected]
But in the Google Play Console, there are no Development tools in the menu at all, and even more so the Services & API item where Real-time notifications are enabled.
