Where is the motherboard ID?

Many people say "registered on the BIOS", but if you reflash the BIOS, doesn't the mother's ID change?
What I want to achieve: Eats one Chinese program from the CNC machine, tied to the motherboard ID. I want to transfer this program to another computer.
Can I, in theory, change the motherboard ID? I ask for help from the experts.

You can find out the series in CMD - wmic baseboard get serialnumber
Motherboard ID Tools . Look. But play with these things with extreme caution and understanding of what you are doing.
