Where is the function of timers, notifications and time tracking for tasks implemented?

I would like to:
- Take medication every few days
- Track the regularity of habits / medication intake - Take into
account the time for performing various tasks, incl. parallel: 1. in training 2. listening to a book 3. in English
- See a notification on top of everything after n minutes with text like: stop running / go eat pills / time to sleep
- It is advisable to write down tasks 1 time
- Cross-platform ofk
I didn’t find it in a few hours, I used crutches at different times: motivateclock, todoist, aTimeLogger, android timer, Mytherapy, habit tracker.
It's so easy to implement that it's infuriating to use this cloud of applications of duplicate functions.

Usually, these tasks are performed by the brain.
So the answer to the question "where?": in the head!
It seems to me that the main factor why such applications cannot take off is the problem of automation. For example, I saw wood all day, but 10 times a day I go to drink coffee or smoke. As a result, I need to press the button 20 times. Every time I stop or continue, I need to check in. Or, for example, they called me - I can talk for 10 seconds, or I can talk for 1 hour - and how do I decide whether to interrupt tracking or not? Even banal tasks like an alarm clock need to be at least created, and sometimes arranged and configured. For example, creating a reminder in the calendar is an extra gesture. And if the head works normally and the brain remembers, then it’s just too lazy to make this gesture.
Implementing the logic itself is easy. But to automate tracking - that's where the plug is. Logic can be thrown on any PL, and then there are problems. You will need to have access to all tracking capabilities, and still you will not be able to cover all human activities. For example, taking pills will have to be celebrated in an old way, with your hands. And so many things. Normally, you can track only the work at the computer, and, perhaps, you should somehow connect it with a smartphone. That's all.
