Where is the fastest way to register a vacant .ru domain?
According to the coordination center of the national Internet domain, 46 registrars are currently accredited to register domain names in the .ru zone. Do I understand correctly that absolutely all other domain name registrars, including the largest foreign ones, are resellers of one of these accredited registrars for the .ru domain?
Is there a domain registrar where vacant domains (.ru) become available for registration faster than other registrars?
Where does the information come from and is it public / can it be accessed (how to get it?) when a certain domain in the .ru zone becomes available for registration, up to seconds? I understand that this information goes to accredited registrars, but where does it come from and can it be accessed without becoming a registrar.

The fastest way to register is with your current domain registrar, and you need to do this in advance. Registrars usually arrange auctions for vacant domains, for example:

https://www.reg.ru/domain/new/rereg
https:// 2domains.ru/rereg.php

there are also aggregators:
expired.ru
Domains are released by the registry from Tuesday to Friday from 17:00 Moscow time.
Only accredited registrars have direct access to the registry to check domain availability and register instantly. Ordinary mortals only have access to Whois, which is updated only every 5 minutes, and domain registration upon release using Whois through any registrar.
Some accredited registrars have an vacant domain registration service. If you order a domain in advance through such a service, then by the time it is released, the registrar will be ready to fulfill the order: it checks it several times a second and registers it as soon as it is free. Catch yourself through whois is unrealistic, especially if the domain is of interest to someone. By Whois, you can only catch slag that no one has become unnecessary.
Only a Russian company can be an accredited .RU and .RF registrar. Foreign registrars (such as godaddy) are an intermediary (partner) of some accredited registrar. They definitely do not make sense to catch, and they do not provide such a service.
It is obvious that the current restaurateur, since he still holds the domain for two months with himself and is not available from others
