Where is the block defined?

Hello! I've been working with Drupal for a week, the question may be simple for someone, but I can't find it for a day.

But I don't understand how the web form is connected to it. Didn't find any links. I click Add new block - there is nothing like that. Enlighten please who understands.

Content > Web Forms.
In the form settings, "Available as a block" is indicated.
Just copying won't work. It's easier to create a new form (Content > New > ...).
