Where is the best place to put a sidebar?

There is a task to make a website (portal) for the City Council.
Has anyone read an article with usability tests regarding the sidebar, is it better to do it on the right or on the left?
Personally, I'm more comfortable when on the right. Wait, I look out for all the cities how they do it, and I see that often the sidebar is on the left.
I understand that often on a whim, but maybe somewhere there were some measurements, tests, etc. usability?
I start from the fact that for the Slavs the main information (content) is more ergonomic to be on the right, and in the saibar - auxiliary information.
On the other hand, there is a habit of where the block is expected to be found.

There is such a thing as an F-pattern, and if you don’t show off (at the beginning there was a different word), then the first thing we notice is the upper left corner. So there should be the most important info. The sidebar in your case is probably such, since not only advanced users visit city councils. Therefore, they need to literally poke navigation under their noses.
So the question is not entirely correct. It doesn't matter where the sidebar is, what matters is what's in it. If there is navigation - exactly on the left should be done. If there "read the same" - on the right. If the lyrics of Buzova's songs are right in front of </body>a, it's better even cdisplay: none;

Maxim Timofeev correctly wrote that, depending on the information in the sidebar, it should be placed either on the left or on the right.
