In Russia, HeadHunter and Job.ru are quite well developed, the latter has quite a lot of feedback on vacancies (and not only technical ones). Almost all vacancies received a good response.
If you need to find a job in your area, then I would recommend using regional services.
Any 66.ru, 63.ru, 74.ru. Often, for all non-technical vacancies, potential job seekers know only these sites.
From them we had the biggest response.
