Where is the best place to look for remote work on domestic and foreign sites?

I work as an IT developer, but I live in the provinces and in Moscow, until I’m ready to move. Therefore, I am looking for a decent income with constant remote work. Where is it better to write your resume for this? Thank you.
English somewhere at the level of correspondence and a simple interview.

On a good note, this is done in the standalone version.
-----------
For example, create a blog (Python/GoLang lessons) in English.
Write there regularly interesting and non-trivial things.
You dilute it with popular banality (how to get around the Google Translate limit, for example)
All this time you have a standard "day" job to maintain your pants.
----------
Accumulate views and comments. Set a reference for your freelance services.
When people start to notice you, you can start setting reasonable rates (from ~$100 per hour)
-----------
At the same time, you try to launch as many side projects as possible in production, according to the principle:
not in profit, but at least in a resume.
------------
At the same time, you participate in foreign meetups on some funny topic, for example: how to use ReactJS with GopherJS together without using third-party bindings and what are the benefits from this.
------------
Write articles on HabraHabr
------------
And UpWork and the like is a market for lemons. (Cheap customers are looking for cheap performers).

PS Himself on a similar track. About 3/10
