How to find a collaborator?

How to find a colleague for a certain project if I am not a full-time employer? I can't search on hh.ru, as there are no company documents, LLC, and so on. At the same time, freelance exchanges are not satisfied, as there are a lot of companies that start spamming their services. I do not need a one-time employee for a specific task, but a permanent employee for the long term.

If you do not pay your colleague, but your employer - why did you even have this question, the employer somehow found you, let him find and conclude an agreement with your future colleague.

Telegram has a lot of channels that post vacancies. Many accept advertisements from employers for free.
