Where is the best place to look for a mid/high level java developer for a remote schedule?

I have a fairly large startup - a job aggregator. We got off to a good start, collected 1 million vacancies, drove 500,000 pages into the Google index, traffic began to come in and offers of cooperation from the largest players in the market began to arrive, and then my remote developer fell ill. Diseases, problems and so on. Can't work as usual. I decided to hire another one for salary, but remote and realized that I didn’t know where to look.
I'm not a large company and I can't pay 5k a day for a resume database, and there are a lot of gouging on fl.ru, who in 60-70% of cases do not finish the job. Ready to pay up to 30-40k per month +% of the project.
After the answers, I realized that an explanation is needed - I don’t need a full-time developer, it’s just that at the moment there is no opportunity to pay more than 30-40 per month, respectively, for 3-4 hours a day.

Only search on exchanges (frelansim.ru, fl, weblancer, odesk, etc.). Optimize the cooperation process: terms, payment after the fact, risks, etc.
Everyone wants a good developer, and for cheap. But, the problem is that developers who are not gouging without much difficulty find remotely $ 1.5k +

well, if not full-time, then on upwrok/elance you can find a smart developer for parttime with hourly payment, stipulating in advance that you give tasks for 30-40k per month. Well, before the start of each task - an estimate from the developer, so that you do not accidentally overpay

1.5k per month for the average / high level is also very modest.
It is not clear whether this is a fairly large startup, or there is almost no work, and it can be developed with one part-time developer.
Perhaps there is an option to negotiate with a good developer for a deferred payment, and start paying partners faster.
