Where is the best place to get a VPS?

I want VPS, Docker and stability. Heard about DigitalOcean, and heard about Hetzner. Yet: where is it better and why would you buy a VPS?

If you want cheap and cheerful, then take some Buffalo. Can be found on lowendbox.com for about $20-25 per year for 2 cores 2-3GB. Ping is strangely normal for sites.
