Where is the best place to ask a question with the possibility of modifying it in the process of communicating with the community?

I already asked a question related to this. Then it all came down to how to fill in the gaps in understanding openGL techniques. I began to formulate questions, along the way describing my current understanding of openGL. As a result, something like an article began to turn out, having gaps in some details and ending with a set of questions regarding deeper things in the sense of working with this graphics API.
And then I had an idea about this format of interaction between beginners and experts. A participant who more or less understands the details of the subject area (but best of all not an expert) writes an article with a superficial understanding of the topic of this subject area. At the end of the article, the author can state questions that he does not understand and which, in his opinion, may be the most common in the context of the topic under study.
And then, depending on the understanding of what is written, people will be divided into several groups:
1. Those who did not understand something in the article . Such people can ask a question and receive an answer on the topic from the author or from another knowledgeable expert, after which the changes will be made to the article indicating the authorship of the expert.
2. Those who saw errors in the article, they can write about errors, and the author will already find out from the expert what the matter is, and make corrections if the article really had an inaccuracy.
3. Experts who know the answer to any of the questions asked at the end of the article can offer their own answer and, when the answer is agreed with the author, the answer is entered into the article by the authorship of the expert.
One of the best ways to quickly learn about a subject area is to read an article compiled and structured based on answers to frequently asked questions. This is exactly what the article will be, compiled in the described manner. These will be answers to questions that are highly likely to be asked by the average novice in the process of becoming familiar with the field.
Now, in fact, the question itself ... On which site is it best to post such an article-question? Habra is not suitable for this, as I understand it. If you still use the advice of Dmitry Kireev from the question asked , what is the best way to organize such an agglomeration on the Toaster? Make a Google Dock with shared access, and put the discussion into questions on Toser?
PS: If the question was stupid or asked in the wrong place or at the wrong address, I would be grateful for advice on where it is better to ask such questions. Thanks for understanding.
PPS: In general, it would be cool to create a resource for such purposes - "Amateur Experience". The best articles could even turn into books, specially built on the questions of beginners.
