Where is the $arResult['ITEMS'] array of the catalog component formed?

We need to find the lines where the $arResult['ITEMS'] of the catalog component is formed in order to include inactive elements without output there as well. Just to have them there

This is done in the class or file of the component, and there is no need to go there !
If you need to change/redefine $arResult - there is result_modifier for that
