We need a reseller or registrar who can afford to buy a domain NOT ru/rf without verification. I understand that without verification, if necessary, I will not be able to perform any operation such as changing the registrar.

None of the registrars checks the data of the passport. But it can selectively start the verification procedure. If the data is not confirmed, the domain will be turned off, and then they can be deleted altogether.
