It's like you had to abuse Debian in order to achieve this ... You don't need to look for anything! You need to set the correct PATH for root (in /etc/login.defs ).
Basically, it is enough to have there:

ENV_SUPATH      PATH=/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin
ENV_PATH        PATH=/usr/local/bin:/usr/bin:/bin

PS And learn not to go to root unnecessarily, but to use sudo .
