where do these pages come from? in such a poor design ala 2001?
what is this? I also want to do this - is it a generator of some kind of letters or what?

Well, back in 2001 and before there were such bulletin boards / messages. It's like modern StackOverflow. Only with reading and sending messages was done through mail clients. Then it was more convenient than writing the answer in the browser window.
Many bulletin boards are doing this now. Minimum load on the server, simple HTML, universality, speed.
