Where does the netstat process come from?

Where can
netstat -ntup be constantly run from? I kill him killall -9 netstat and it starts again in 2 minutes.

Try to see if the process has a known parent process: ps auxf. If there is a reason there, if not, look in /etc/cron.d for a script that restarts netstat.
