Where does the cost of connecting to the Internet come from?

The Internet is now in almost every home, with the exception of the Far Far Away kingdom. The cost, if roughly stated, is somewhere around 500 rubles, BUT this is for an individual, they have no problems getting the Internet into the apartment, even if you are not registered there. But as soon as the question of a legal entity comes up, the price skyrockets (10,000-20,000 per month for 10MB / s !!!), but the optics are pulled.
1. Maybe I'm not searching correctly? I need to say that I don’t want the Internet, but a connection to some kind of DATA network, and the Internet is there as a gift.
2. ISP conspiracy?
3. Afraid that they will fall on kickbacks? Planning to share?
4. Or just business. The calculation that in a multi-apartment building you can connect several subscribers and thus get the price of optics?
Reliability I exclude from consideration. In practice, it's the same. Somewhere around 2-3 failures per year.

Any price is a balance of supply and demand .
Phys. individuals cannot pay much. But physical there are a lot of faces. Therefore, they are cheaper.
At legal persons - the balance of supply and demand is different.
If you want cheaper - just look for a provider.
If there is no provider in your area with inexpensive prices for legal entities. persons, then you won’t do anything, no matter how you think that this price is “not fair”.
PS:
You can put a 4G modem on an individual in the office.

It is assumed that:

- Yurik creates more load and its load is uneven - on working days there is a lot, on weekends zero, but give 100Mb, at least crack
- in case of a malfunction, Yurik will be much more nervous, there may be an SLA in the contract with Yurik, there may be fines for lack of communication due to fault provider.
- Yurik pays differently :)

If you read the conditions - individuals are given a non-guaranteed channel, as a rule they write the speed UP TO XXmbit / s. legal entities are allocated a guaranteed channel of the required speed, without any tricks like "TO".
Naturally, such a channel will be more expensive for you: you will take 100 Mbit one for yourself for 10tr / month, or the same 100Mbps will be divided into 15-20 apartments (7.5-10tr / month for all).

For example, every hour without the Internet, or with low speed, or poor quality, is minus 1,000 rubles a subscription fee, up to what the provider will have to pay you. You, in turn, get a guarantee that the provider will pay for the disruption of a deal worth a million dollars. Otherwise, it's easier to distribute it to the office through a mobile phone.
