Where does the CCurrencyRates class get the currency rate?

Hello!
I edit the site on Bitrix, it began to incorrectly display exchange rates, I found the following code in the header:

I tried to add a date to the output - it gives the number as it should, but the exchange rate is incorrect.
So the question is, where does Bitrix get these values? From some server or somewhere inside? How to influence them?
