Where does the 400 error come from in ASP.NET Core?

There are projects on ASP.NET Core. Periodically, in one or the other, the error "400 Bad Request" gets out.
If you clear the cookies, then for a while everything is fine again. Tellingly, it only comes out in Chrome, it has not been noticed in other browsers, although I use them much less often, maybe they have them.
Crawls out including on the most primitive projects on which there is no authorization or other use of cookies.
This happened on Core 2.0, and continues to pop up on Core 2.2.
