Where do you go to study after college?

Hello.
I like to listen and analyze the advice of smart people, that's why I'm writing here)
The situation is this:
now I'm in college in my 3rd year. Specialty - maintenance of computer systems and intelligent networks. I don’t know where to go to study after college, I live in Ukraine. We have a polytechnic university in the city, two faculties fell to my heart: -
information protection;
-intelligent programming;
I can't decide which one to go for.
Or maybe it's better to go to study in Europe ... their diploma is more prestigious, is it worth considering this option or not? It’s clear that I can’t pay $15,000 for studies, the maximum is $2-3,000 + expenses.
All my life I don't want to work as a freelancer, I like the team. According to this, the diploma, as for me, is important in order to get a job in a good company.
If you stick to the option with Europe, then which university should you go to? Everything is fine with English, I do not plan to learn another language.

I think the first thing to do is to decide on a common goal. If there is no clarity of feelings - continue to analyze, do not make sudden movements. Who you are? Programmer? A connoisseur of functional languages ​​(I think that's what intelligent programming is about...)? System and network administrator?
I can say one thing in warning - the faculties of "Information Protection" in the CIS are not much different from the protection that is understood in the West.
