What to choose as a development environment for creating a presentation training program?
Not all children learn information in the same way, some need active help, and conventional techniques do not work. I myself am the father of a child with special needs, and therefore there was a desire to create an "assistant" for learning poetry (this is for the development of coherent speech), expanding vocabulary and learning to read.
The essence of the program comes down to demonstrating the words, their corresponding images, and reproducing the sound. This is very similar to "Doman's Cards" with the difference that I want to combine them into a coherent text and be able to replenish the "vocabulary". Perhaps an additional phonogram will be useful (a melody if it is a song, a rhythmic melody for a poem). It would be useful to combine some words into phrases, and / or divide each word into syllables / warehouses (as in the “Zaitsev Cubes” technique).
A presentation, or a pre-edited video is not suitable, because. it is impossible to adjust the duration of the demonstration of the word / image, optionally combine individual words into phrases without the need to twist the parameters of each slide or recalculate the video.
I have programming experience in Delphi, I actively use VBA. Neither one nor the other, IMHO, is suitable for such a multimedia application. I have experience with HTML / CSS / PHP, but I suspect that if I make a WEB application, then the development of the editor itself, access control, working with the database (taking into account the development of advanced technologies) will take an unforgivably long time ... therefore I tend to the desktop application .
As an OS (both for development and for the application itself), I assume Windows. Of course, I want the development environment to be convenient, and the language easy to learn.

HTML5 in principle has all the possibilities, while using phonegap.com you can relatively easily port the application to mobile platforms. I judge by my children - ipad is much closer to them than a laptop or desktop computer.
In the old days, it was most convenient to do such things on Flash, but there is a feeling that Flash's time is running out or has already gone.
