Where do they draw graphics, game designers?

I'm wondering in which program they draw graphics for PC, android, ios? Isn't it photoshop? I'm just learning to program and I'm thinking how I will draw graphics for games!

Artists draw.
Programmers are not artists.
Therefore, programmers don't draw.
