Where do the question marks "???????" in QuipReply in MODX?

I can’t understand what kind of default entries in the “name” field are, where do they come from, where can I fix them?
I understand so "??????" Wrong encoding, but where?
and no matter how I set the "name", it still displays "admin" in the comment

Look at the form, click "View element code" to find the right place.

tables in your database are in latin1, but should be in utf8.
