Where do obscure prefixes come from?

I downloaded the template from WebDesign Master ( https://github.com/agragregra/OptimizedHTML-4 ), decided to change the body background-color, but then the color prefix was added (if you place background-color under any other property in the body, then the prefix will be the same as the property above). Then I separately prescribed background-color for the body and it changed. If you change the project to scss, then everything changes normally and there are no incomprehensible prefixes. I can't figure out what's the problem
