Where do Jquery and Bootstrap fit in Yii2?

After installing an empty application, if no Asset is registered on the page, then Bootstrap styles and Jquery scripts are connected anyway. Where is it happening?
Why do I need it? In order to include a different version of Jquery and use Bootstrap.less files to recompile and use Variables.less variables.
