Where do cloud "1C-nicknames" get licenses?

Greetings. There are many 1C rental services in the cloud on the network. For abonentku they provide RDP + 1C of different configurations. I'm wondering how they solved the licensing issue? Are they subtenants or have they bought all sorts of faces at once? But then it is expensive and unused licenses will lie idle and not make a profit. Also, a client can rent 100 CAL licenses, the same number of 1C + he will need a license for Windows Server, and refuse after a month....

Partners have a separate license agreement "1C software rental" with 1C.
They work within the framework of it, they have no right without it.
