Where did the react_devtools_backend.js file come from and why is the debbuger there?

On a React project, I encountered the fact that debbuger is working for me in the react_devtools_backend.js file. Well, accordingly, everything freezes until I scroll a couple of steps forward. It's a little annoying. What is this file and how to remove the debugger. Thanks in advance.
