Where did the extra lines in .htaccess come from?

During a manual backup, I discovered that a previously non-existing file with some left content appeared in the root of the site,

both for it and for the .htaccess file, the date of the last change changed to a new

one with my own hands, I definitely could not do this. neither at this time nor before.
comparing the contents with the old copy, I found differences (new lines are highlighted in black):

I assume that cpanel could have done something without permission. but why didn't you ask me?
Has anyone experienced this and can shed some light on the situation? Does this pose a security risk to the site?

@pashted

Yes, this is cpanel, if there is an AutoSSL parameter, then disable it.
