Where can you write information, do you need something like Wikipedia, but offline?

For example, https://ru.wikipedia.org/wiki/HTML has content that takes you to the topic of your choice, follow links, etc. Something like this is needed, but that would not require raising the server, etc. I use evernote, but I can't get used to it after 4 months of use. But I like the interface of Wikipedia, but I did not find similar programs.

HomeWiki is probably the best option for you.
But I like MyTetra .

from wiki engines I used dokuwiki from a flash drive for similar purposes when I needed to organize at least some kind of documentation for myself.
