Timed out waiting for a response from the *.ru site. ERR_CONNECTION_TIMED_OUT

Strange features:
- the problem occurs only in the office (Rostelecom provider, former avangarddsl)
- the problem occurs only on computers with win7 and ubuntu, on 2 computers with MacOs everything works without problems (it means like how is the problem not in the provider?)
- while hanging over another Internet (for example, a mobile phone) everything works (it means the problem is not in the hoster?)
- the connection via SFTP over IP hangs in the same way (it means it seems like the problem is not in DNS?)
- in hosts domains are registered, did not help
- ping and tracert crimes do not show like
