Where can I set the X11 setting (prohibition of switching the monitor to energy-efficient mode)?

Raspberry Pi screen goes blank after 10 minutes.
Found a way to xset -dpms && xset s offwork. But after a reboot, it goes out again after 10 minutes.
Recommend in /etc/X11/xorg.conf. This file does not exist. But it can be created, no problem.
Where is the right place to put this setting? Until now, the correct option is to register the setting in /etc/X11/xorg.conf?

Set up power saving with a regular utility.
