Where can I sell a project/CMS?

The situation is as follows: I wrote to the customer a project in the field of e-commerce, and after its delivery, it turned out that he did not have money to advertise it. As a result, the general council decided that the CMS needs to be finished and sold.

From here follow the questions:
1) Are there sites where you can sell the project under an exclusive license?
2) Are there sites where you can sell CMS single licenses?

If the CMS were of a wide profile, the question would not have arisen, however, the system was made for small businesses with its own troubles.

If the product is competitive and has a potential consumer, then it makes sense to make your own selling site for it and promote it with advertising.

No matter how high-quality the product is, especially CMS, without investing in product marketing, and then in sales, you will not sell it. The cost of all this, as a rule, exceeds the cost of development. Payback is incredible.
An exception may be some plugins and mini-applications for some serious software. They are sold through specialized marketplaces where people want to find this or that plugin, so as not to waste time on their own development.

Find a competitor to the current customer and sell the project to him.
