Where can I get vcl70.bpl and rtl70.bpl (only off. sources)?

When starting the program, error messages are displayed that the vcl70.bpl and rtl70.bpl files are missing. As far as I understand, these files are manufactured by Borland (but this is not accurate). Question: is there any installation package from the official developer (like Microsoft C++ Redistributable)?

You need to configure the builder so that when it is released, it generates a full package, and does not use runtime, then it will start on any computer.
