Where can I get training in industrial design at a decent level?

My situation: in 2013 I graduated from the university with a degree in " Technology of artistic processing of materials " - I realized that this education is not enough for me to fulfill my dream, to engage in industrial design.
I study on my own (articles, books, drawing courses), but in order to reach a high level I need mentors. I live in Novosibirsk and few people in this city know what an industrial designer does and why he is needed (especially inexperienced).
Please advise where industrial design is taught at a decent level in Russia or abroad?

Several acquaintances left to study in San Francisco at the Academy of Art University. I didn’t really communicate with them and I don’t know the details, but since they were chosen, there must have been reasons for that.
