I am a young web developer. I have been in IT for 1 year. I know HTML5 \ CSS3 (according to the standard) I study JS.
I want to become a web designer) There are several questions:
1. What languages ​​are better to learn for the web?
2. Which engines are better like Sass \ PostCSS, etc. ? (My options)
3. I know about Photoshop, I study it a little, maybe someone will advise some programs (websites \ tools) to simplify \ convenience in development.
4. Can you tell me what sites to study?

Photoshop is not needed. Learn the basics of page layout, read designer blogs, don't waste time mastering the profession "psd layout designer in Photoshop" - you don't need it. You can draw a layout with a pencil on paper, or master some of the newfangled programs (although why?) And design to do already in combat conditions.
See examples, make designs, make sure the page reads nicely (basic typography), and the main elements are conveniently located.
You will have an advantage over many: you will be able to take over the layout, but retrograde designers will not.
Over time, make some ready-made layouts, html + css + js. The customer wrote the requirements to you - and you immediately give him a working prototype, where everything can be twisted and pressed.
