It is good practice to use geoip to determine the user's geography by ip. For example, from the same maxmind.com - there are both paid and free databases. Actually the list of regions and cities from there.
We define by default by ip with the ability to change the list.

In Ukraine, we use the Ukrposhta database. The hierarchy is good up to the streets and the fact that the prefix of the phone number is used as the ID (for example, the ID of Kyiv is 38044, Odessa is 38044, Boyarka is 3804598).
