. I remember at one time Google sent promotional codes that allowed you to use your money twice in adword if you crossed some limit there. Where can they be found now?

As stated in the Google Gift Certificate, the promo coupon can be used by: 1) new AdWords customers whose first account started showing ads up to 14 days before the date the promo code was entered; 2) AdWords loyal customers who have enabled a new feature or product in AdWords or activated a disabled account.
